Can the CMA or CNAS logo be affixed to the report in this situation?
If a report includes both projects within the scope of qualification recognition and those outside the scope of qualification recognition, can the unapproved projects be clearly marked and then the CMA or CNAS mark be affixed to the report?
Regarding this issue, we can further raise our own doubts: What if it is laboratory accreditation? Can the CNAS mark be used in this case?
In the RB/T214-2017 4.5.20 result report, it is mentioned that the inspection and testing report or certificate should be marked with the qualification accreditation logo and stamped with the special seal for inspection and testing (where applicable). Here, it is not specified whether the items that have not passed the qualification accreditation can be marked and stamped with the CMA logo together with the items that have passed the qualification accreditation. So many inspection and testing institutions have started to play on the edge and issue reports through such methods.

The items marked with * in the report are those that have not passed the qualification accreditation of this inspection and testing institution. Then the CMA logo was affixed to the cover of the report.
Before March 9, 2018, the Certification and Accreditation Administration of the People's Republic of China did not clearly state whether such an operation could be carried out. During flight inspections or reviews, this situation was not included in the over-scope use of the CMA mark. At this time, the Certification and Accreditation Administration of the People's Republic of China issued a "Notice on Recommending the Uniform Implementation of Qualification Accreditation for Inspection and Testing Institutions" (Guo Ren Shi [2018] No. 12).

It is clearly stated that the qualification certification mark has not been affixed.CMAThe inspection and testing reports and certificates of () do not have the function of proof to society. When inspection and testing institutions accept relevant business commissions and involve projects that have not obtained qualification accreditation, and need to issue inspection and testing reports and certificates externally, the relevant inspection and testing reports and certificates shall not be stamped with the qualification accreditation.CMAThe mark should be marked and it should be clearly stated in a prominent position on the report that "The relevant project has not obtained qualification recognition and is only used for scientific research, teaching or internal quality control purposes" or similar expressions.
So it can be concluded that the CMA mark cannot be affixed in this situation.
This situation is different from "subcontracting without capacity". Subcontracting without capacity refers to the situation where an inspection and testing institution intends to subcontract a project for which it has not obtained the technical capabilities recognized as an inspection and testing institution. When implementing subcontracting, it should be subcontracted to another inspection and testing institution that has obtained the qualification recognition and has the corresponding technical capabilities. Inspection and testing institutions may have the inspection and testing data and results of the subcontracted part issued by the other inspection and testing institution undertaking the subcontracting as a separate inspection and testing report or certificate, and shall not include the subcontracting results of the other inspection and testing institution in their own inspection and testing report or certificate. With the client's permission, the inspection and testing institution may incorporate the inspection and testing data and results subcontracted to another inspection and testing institution into its own inspection and testing report or certificate. In its report or certificate, the subcontracted project should be clearly marked, and it should be noted that it does not have the corresponding qualification certification and licensing technical capabilities. The name and qualification certification and licensing number of the other inspection and testing institution undertaking the subcontracting should also be indicated.
So in the same situation, can the CNAS logo be used?
The special requirements for laboratories or inspection institutions to use CNAS accreditation marks and declare accreditation status are specified in Article 5.3 of CNAS-R01-2018 "Rules for the Use of Accreditation Marks and Declaration of Accreditation Status".
5.3.3 If the results of the reports or certificates issued by the laboratory or inspection institution are all outside the scope of accreditation or are all completed by the subcontractor, the CNAS accreditation mark shall not be used on its reports or certificates or the accreditation status shall not be declared.
5.3.4 When the report or certificate issued by the laboratory or inspection institution with the CNAS accreditation mark or the statement of accreditation status contains some non-accredited items, it should be clearly indicated that such items are not within the scope of accreditation.
So it can be concluded that in this case, the CNAS mark can be affixed.
Discussion
5.3.5 When the report or certificate issued by the laboratory or inspection institution with the CNAS accreditation mark or the statement of accreditation status contains some subcontracted items, the subcontracted items should be clearly marked. Laboratories or inspection institutions extracting information from the reports or certificates of subcontractors shall obtain the consent of the subcontractors. If the subcontractor has not been accredited by CNAS, it should be indicated that the project is not within the scope of accreditation.
