The "Requirements and Implementation Specifications for the Evaluation Capability of First Edition Software Products" (Standard No. : T/CQAE 11033-2025) aims to standardize and guide third-party evaluation institutions in conducting the evaluation of first edition software products, ensuring the professionalism, fairness and traceability of the evaluation activities. The standard elaborately stipulates the complete process of eight stages, including the entrustment of assessment, acceptance, formal review, plan formulation, implementation and report issuance. Focusing on the three core contents of source code development level assessment, product capability benchmarking test and organizational basic capability evaluation, specific verification methods and judgment criteria for key test items such as the proportion of self-developed code, open-source/commercial component control, version consistency, industry application and intellectual property rights have been clearly defined one by one, providing a reference for standardizing the assessment work.
